As foundations adjust their approaches to dealing with the tough economy and changing needs, they often face a big challenge in how to tell grantees that money is about to disappear.
The situation can be even tougher when a grant maker takes a new approach to dealing with some of society?s most vulnerable, as the Annie E Casey Foundation has learned the hard way in recent weeks.
Casey announced last month that it was getting out of the business of providing direct support to foster-care families to free up $20-million a year for grants to organizations that care for such youngsters and handle other social-service needs.
That news stunned Mark Floegel, a Vermont foster parent, who with his wife has cared for half a dozen children over the years through the foundation?s program. The family is now in the process of adopting a 16-year-old foster daughter, but Mr. Floegel felt Casey had provided too few details about what would happen next or what they and their foster children should expect.
?It leaves the parents and kids in a terrible kind of limbo,? he says.
Mr. Floegel started talking to other foster parents in his state who had ties to Casey Family Services, the unit that helps foster children,?and found that many of them were angry that the foundation had told the news media and parents at the same time. They also felt they weren?t being given enough information about what would happen to the children.
So Mr. Floegel, who has a background as an activist (he is a researcher for Greenpeace), began organizing.
He mobilized a group in his home state of Vermont to write a letter to Patrick McCarthy, the foundation?s president, laying out the families? concerns. Seventeen foster parents signed the letter, Mr. Floegel says, out of 75 Casey parents in the state.
?I understand why Casey is doing this,? says Mr.?Floegel. ?It may in fact be better to disperse their money through grants. But I guess the nub of what we?re concerned about is, there?s a group of children to whom promises have been made?by parents, by [Casey Family Services] staff, and by the foundation?and all the parents I?ve talked to are going to do their best to keep that promise. It?s just going to become exponentially harder since we?ve lost our partner.?
For its part, Casey says it was trying to be sensitive in disclosing its new approach.
Mr.?McCarthy decided it was important to tell workers at Casey Family Services first. Not only were the employees going to lose their jobs, he says, but the foundation wanted them to tell the parents the program was ending. In addition, Casey told the news media on the same day the parents found out.
?If we had waited for several days to release the press release, it would have been on the news in whatever version people had heard, which would not be a service to the children that we care for or for the public,? he says.
But since parents were angered that they heard about this on the same day as the news media, that strategy didn?t work so well in practice.
In the meantime, Mr. McCarthy says, he is trying to reassure parents that Casey plans to make the transition carefully. He wrote back to the parents saying he understood their disappointment and recognized from the start that the ?approach would not be embraced by everyone.?
In an interview, he told The Chronicle?that Casey would ?provide the financial resources to ensure we meet every commitment we?ve made to a child in our care, and in fact we?re working very closely with the [foster families] and the state agencies to make sure that promise is kept.?
Even so, people like Mr. Floegel say the departure of Casey from the foster-care business is devastating for them.?Many foster children need psychological counseling, extra educational services, and other assistance, he says. Unlike a lot of foster-care agencies, not only does Casey Family Services help pay for these services but its employees help families cut through much of the bureaucracy involved in getting those additional services.
?It?s hours and hours of time that we don?t have to spend dealing with red tape,? he says, ?so we can spend our time with our kid and being as normal a family as possible.?

A New Hampshire hospital employee has been indicted for causing a Hepatitis C outbreak that infected 31 patients in the hospital's cardiac catheterization lab.
David Kwiatkowski, 32, was arrested and charged with acquiring a controlled substance by fraud and tampering with a consumer product with "reckless disregard" for the risk of others, according to an affidavit filed in U.S. District Court for the District of New Hampshire.
"The evidence gathered to date points irrefutably to Kwiatkowski as the source of the Hepatitis C outbreak at Exeter Hospital," U.S. attorney John P. Kacavas said in a press release. "With his arrest, we have eliminated the 'serial infector' posed to public and health safety."
The controlled substance was Fentanyl, an anesthetic more powerful than morphine. Kwiatkowski had allegedly been stealing the Fentanyl syringes intended for patients, injecting his own arm and then refilling those empty syringes with another liquid like saline, according to the press release.
Since Kwiatkowski tested positive for Hepatitis C in June 2010, he passed it on to the hospital patients, according to the affidavit.

Exeter Hospital employees discovered the outbreak in May 2012, prompting an investigation that spanned several local, state and federal government agencies, including the FBI, according to court documents obtained by ABCNews.com.
Investigators wrote that they suspect Kwiatkowski grabbed the loaded syringes when he brought lead aprons into the procedure room, into an area he didn't need to be inside at all. They suspect Kwiatkowski then replaced the Fentanyl syringes with saline syringes that were tainted with his strain of Hepatitis C.
Kwiatkowski was known for erratic behavior and suspected of abusing controlled substances, according to the affidavit. Other hospital employees said he would often sweat through his scrubs and made frequent trips to the bathroom.
One employee told investigators she saw "fresh track marks" when she tried to draw his blood. Another told investigators he remembered seeing Kwiatkowski with "a red face, red eyes and white foam around his mouth" during a shift at the lab.
Kwiatkowski also had a tendency to lie, employees told investigators. He told coworkers that he played baseball in college, and that his one-time fianc?e died "under tragic circumstances," neither of which were true. He also once excused bloodshot eyes by saying he was crying all night about a dead aunt who never existed.
When his roommate inquired about the needles in his laundry, Kwiatkowski told her he had cancer and was being treated at Portsmouth Regional hospital, according to the affidavit. Investigators found no documentation to prove this.
Kwiatkowski, who does not yet have a lawyer, was arrested this morning in Massachusetts, where he was being treated at a hospital. He faces up to 24 years in prison. Each offense could also result in a $250,000 fine.

Funding cuts have forced NASA to shelve plans for future multibillion-dollar "flagship" planetary missions beyond the $2.5 billion?Curiosity rover, which will investigate Mars' potential to host past or present microbial life after it touches down three weeks from now. For the time being, the space agency is looking for ways to explore the Red Planet on the cheap.
But over the long haul, NASA still has its sights set on a particularly alluring flagship ? a sample-return effort that would bring pieces of?Mars?back to Earth for study.

President Barack Obama's federal budget request for 2013, which was unveiled in February, keeps NASA's overall budget flat, at $17.7 billion.
But the request?cuts NASA's planetary science funding?from $1.5 billion to $1.2 billion, with further reductions expected in coming years. The space agency's Mars program gets hit particularly hard, with funding dropping from $587 million this year to $360 million in 2013, then falling to just $189 million in 2015.
As a result, NASA is scaling back and reformulating its Red Planet exploration strategy. The space agency has put together a committee called the Mars Program Planning Group, which is assessing possible?future missions to Mars.
NASA also withdrew from the European-led ExoMars mission, which aims to launch an orbiter and a rover to the Red Planet in 2016 and 2018, respectively.
ExoMars is viewed as a key step toward sample-return, which the U.S. National Research Council identified last year as the highest-priority planetary science mission for the next decade.
Many researchers believe that sending pieces of the Red Planet back to Earth is the best way to search for?signs of Martian life. But sample-return would almost certainly be a multibillion-dollar flagship effort, putting it out of NASA's reach in today's budget environment.
"There is no room in the current budget proposal from the president for new flagship missions anywhere," Grunsfeld said shortly after the budget was released. [NASA's 2013 Budget: What Will It Buy?]
NASA has one more Mars exploration effort firmly on the docket beyond Curiosity, a $485 million?orbiter called Maven(short for Mars Atmosphere and Volatile EvolutioN), which is due to launch in late 2013 to study Mars' upper atmosphere.
The space agency also plans to launch another mission in either 2018 or 2020, to take advantage of a favorable Mars-Earth alignment and to keep the Red Planet program moving forward. This effort, which will likely cost less than $800 million, remains largely undefined, with rovers and orbiters still under consideration, officials have said.

I'm a huge retro console and arcade video gaming fan. There are a plethora of sites that cover that material, but one of my favorites is Cinemassacre, and the Angry Video Game Nerd (AVGN) in particular. AVGN is a saucy, foul mouthed, brilliant reviewer, whose material is always well researched and presented. However, going to the Cinemassacre website would often result in errors for me on my iPad. The videos just wouldn't play right or would disappear completely after the page finished loading. I don't know if I should blame Cinemassacre, Apple, or Adobe for this, or if there's enough blamecake to go around,
Imagine my surprise and delight when I saw Cinemassacre had a videos app available on the App Store, and that it provided universal binary support for the iPad. It was a paid app, which was also a surprise, but I figured there must be some premium content or special features in there commensurate with the $1.99 price tag.
Long story short, there wasn't.
Watch the video above for the fuller, more frustrated version, but suffice it to say I wasn't impressed. The Cinemassacre Videos app was as basic as they come. I wouldn't be surprised if it was a template generated app that just pulls a video feed and populates a table view. That's bad but not terrible on a small iPhone screen, but is terrible on the big iPad screen. It looks like the stretched out smartphone apps found on early Android tablets that Apple made fun of. Seriously. There's a reason Apple didn't just make bigger list views on iPad but made YouTube and Videos look totally different. Cinemassacre Videos is the opposite of that.
Even the table views are filled with repetitive thumbnails, making it hard to get any glance-able information. It just comes off as sloppy, which is a real shame given how great the Cinemassacre website and the actual videos are. (I only noticed later that, unlike the iPhone interface, there are no actual screenshots shown for the iPad version in the App Store -- only one, lonely splash screen.)
There's also no premium content that I could find, or extra features (besides the videos not disappearing) to recommend the app and it's $1.99 price tag over the free website. In fact, presentation wise, the free Cinemassacre website spanks the Cinemassacre Videos. Maybe the lack of ads in the app compared to the website will appeal to some, but not for me, not in this case.
Once again, the video content of Cinemassacre and of AVGN's reviews remain stellar. Somewhere, there's a great Cinemassacre app, one worthy of the site, waiting to be made. This isn't it.
I'd recommend Cinemassacre.com to any retro gaming nerd. But skip this app and stick to the website. Rather than adding to Cinemassacre and AVGN experience, it only detracts from it.
