Blackburn art lecturer?s painting to be shown at the Royal Academy

AN art lecturer has pulled off a master-stroke by securing a place at a coveted exhibition.

Working artist and Blackburn College lecturer Richard Cross has landed a spot in the world?s largest contemporary art show the Royal Academy Summer Exhibition.

Richard?s oil painting Thin Red Line is now going to be one of the pieces that have made it into the exhibition, which has displayed works from famous artists such as Tracey Emin.

His painting is part of a series of landscapes based on the area of Lancashire where he lives and works. More than 11,000 artists vied for a place at the exhibition.

Richard?s work will be hung in Gallery V, which focuses particularly on landscape pieces.

Richard, from Clitheroe, has a studio in Blackburn town centre and has previously had works displayed in the Royal Overseas League, Laing Art Competition, Northern Young Contemporaries, and exhibitions at Christies and the Royal Festival Hall in London.

A teacher of fine Art and Drawing at the College for over 20 years, he said: ?I?m thrilled to be included the Royal Academy Summer Exhibition.

?The subject of this painting is the place I regularly go to walk my dog and is just outside of Clitheroe.

?The ?Thin Red Line? refers to the rust coloured side of the Manchester to Clitheroe railway line that cuts across the picture in front of Longridge Fell and Kemple End in the background.

?I work full-time therefore I?m not under any particular pressure to sell work, I only paint places I?m very familiar with and that I encounter as part of my everyday routine. If people like them that?s a bonus.?

Richard?s work has also appeared in the ?500 Portraits? book which celebrated 25 years of the National Portrait Gallery?s annual BP Portrait Award.

The portrait of himself was one of 50 selected from over 3,000 entries to appear in the book.

Principal, Ian Clinton, said: ?This is a very significant achievement for Richard and the college.

"It highlights the very high calibre of our tutors.?

The Summer Exhibition is open until August 12.

House GOP to Hold Hearings on Its Hearings on Muslim Radicals in the US

After spending the last year and a half holding hearings on "radicalization" within the American Muslim community, House Homeland Security Committee Chairman Peter King (R-N.Y.) is preparing to hold hearings on his hearings.

On Wednesday afternoon, King announced his latest meta-hearing, titled "The American Muslim Response to Hearings on Radicalization Within Their Community." It's scheduled for June 20. What's next? A hearing on the Muslim community's response to the hearing on the earlier hearings?

But how "radicalized" is the American Muslim community? Not very, according to a recent study from the Triangle Center on Terrorism and Homeland Security. Last year, there were fewer than 20 indictments related to Islamic extremism, and not a single American was killed in the United States as a result of Islamic terrorism. The spike in homegrown terrorism in 2009 that thrust the issue to the center of American politics has continued to subside, dropping from nearly 50 cases to under 20. And the wave of violent radicalization that King has warned Americans about hasn't happened.

All signs point to Al Qaeda being on the defensive?especially in the United States. "The feds are getting better at uncovering plots and support for terrorism, and yet the number of arrests is still declining," explains Will McCants, a former counterterrorism adviser to the State Department. "That puts the exclamation mark on the [Triangle Center] study's findings that radicalization is not a large-scale problem in this country."

The few incidents that do occur, though, tend to draw a great deal of attention. Worldwide, only 17 American civilians died in terrorist attacks last year, prompting the Council on Foreign Relations' Micah Zenko to point out that Americans have about an equal chance of being crushed to death by their own furniture as they do of dying in a terrorist attack.

Aside from the small and declining number of domestic attacks, other findings in the Triangle Center study also bring King's priorities into question. King held a hearing on Islamic radicalization in prison, but fewer than a tenth of the suspects involved in domestic terror plots spent any time in prison.

Al-Shabaab, the Somali terror group that recently formally joined?Al Qaeda, saw its pool of American recruits dry up as federal agents dismantled its recruitment operation in Minnesota. Although Al Qaeda has sought to use the internet to convert American Muslims into lone-wolf terrorists, few have answered the call, and those that do lack the capacity to organize the kind of elaborate operations the group was once capable of.

"Al Qaeda's strategy is to hope people will read something and carry out an attack," says Clint Watts, a former executive officer of the Combating Terrorism Center at West Point who writes at Selected Wisdom, a blog focused on counterterrorism issues. "That's hope, that's not a strategy."

The bottom line:?More than a decade after killing 3,000 Americans, the world's most dangerous terrorist group has been reduced to using the internet to beg strangers to fulfill its wishes.

King's latest hearing, however, is a reminder that even as homegrown terrorism is on the wane,?suspicion of Muslims endures. Civil liberties advocates and Arab and Muslim groups still complain that they're unfairly singled out for blanket surveillance by law enforcement. Federal guidelines held over from the Bush administration allow the FBI to consider race and religion in investigations, and many recent terrorism indictments have involved sting operations that some civil liberties groups consider legally problematic. The NYPD is being sued over its surveillance of Muslim communities in New Jersey. The conspiracy theory that American Muslims are plotting to replace the Constitution with Taliban-style Islamic law remains popular with conservatives.?

The Triangle Center study is a sign that "America works, that all our ethnic and religious communities are fitting into the fabric of American society," says James Zogby, founder of the Arab-American Institute. "[The study] calls into question the raison d'etre of the Peter King hearings."

Clint Watts, echoing House Democrats' criticisms of the hearings, argues that the disproportionate focus on Islamic extremism in the United States is obscuring other threats. The most sophisticated explosive device in a recent homegrown terrorism plot, he notes, was not put together by a Muslim extremist. It was constructed by Kevin Hapham, the white supremacist who tried to bomb a Martin Luther King Day parade in Spokane, Washington, in 2010.?King and others have feared that "Al Qaeda operatives are going to come over here and use improvised explosive devices," Watts says. "Guess what: it didn't happen. Who did it? An American who lived in Washington."

Rhode Island lawmakers advance 'homeless rights' bill

Rhode Island's governor is expected to sign into law the first "Homeless Bill of Rights" in the United States as early as next week, formally banning discrimination against homeless people and affirming their equal access to jobs, housing and services.

The legislation, which won final approval by the state Senate on Wednesday, bucks a national trend among municipalities toward outlawing behaviors associated with homelessness such as eating, sleeping and panhandling in public spaces.

Among other steps, the Rhode Island law would guarantee homeless people the right to use public sidewalks, parks and transportation as well as public buildings, like anyone else "without discrimination on the basis of his or her housing status."

It guarantees a "reasonable expectation of privacy" with respect to personal belongings similar to that of people who have homes.

While other laws already guarantee many of the rights specified in this legislation, supporters say it was necessary due to widespread discrimination.

"I think we've set the bar high in the U.S. for homeless people, and I'm very proud of that," said Senator John Tassoni, a sponsor of the bill.

Rhode Island is the smallest of the 50 U.S. states.

Tassoni and other homeless advocates said Rhode Island Governor Lincoln Chafee would likely sign the bill in coming days. Chafee's office said it could not comment until the bill was formally presented to the governor for signing.

Army of homeless
Roughly 643,000 people are homeless on any given night in the United States, experts say.

"It's important as a standalone piece of legislation but also as it's juxtaposed with other communities that are in the process of criminalizing homelessness," said Neil Donovan, executive director of the National Coalition for the Homeless.

"This just affirms the rights and existence of the unhoused in America."

Cities including Philadelphia, San Francisco and St. Louis recently passed ordinances targeting the homeless or have stepped up enforcement of existing regulations.

A report in April from the White House's Interagency Council on Homelessness noted a "proliferation of local measures to criminalize 'acts of living'" such as sitting, standing or asking for money in public places.

"You're just looked down on because you're carrying your life on your back," said John Joyce of Providence, who was homeless for three years and now is co-director of the Rhode Island Homeless Advocacy Project.

Frank Nolan, 53, of Providence became homeless last year when a ruptured appendix left him with $30,000 in hospital bills and he did not have medical insurance.

Faking an address
Nolan said he used the addresses of friends on job applications because he knew he would not be hired if his address was a homeless shelter.

He said he was stunned when a bus driver failed to stop for him and three other homeless men waiting near a shelter. "He pulled up and looked at us and he knew we were homeless," said Nolan. "He just waved and he drove off."

In Philadelphia, an ordinance took effect on June 1 banning charities from feeding homeless people in public places such as parks.

In St. Louis, Missouri, police evicted homeless people from a site leased for them by a local minister after the city cleared out three homeless encampments along the Mississippi River.

In California, San Francisco last year began enforcing a ban on sitting and lying on sidewalks between 7 a.m. and 11 p.m., with violators facing tickets of up to $500. But San Jose recently said it would order police to stop throwing away the personal possessions of homeless people seized during sweeps of homeless camps, amid criticism from homeless advocates.

Opposition to the bill in Rhode Island's Democratic-controlled legislature was muted, said Jim Ryczek, executive director of the Rhode Island Coalition for the Homeless.
