Job - Associate Manager, Government Affairs - State Advocacy and ...

PURPOSE:
Additionally, responsible for managing the compliance activities for the Government Affairs & Public Policy department including, but not limited to: ensuring all state-level lobbying activities are accurately reported and filed per state requirements; maintain relationship of legal counsel related to issues pertaining to compliance; ensuring all necessary field sales staff are compliant with state lobbying regulations per their activities regarding state formularies.

This position will direct the strategic lobbying activities in select states and collaborate in the direction and execution of lobbying activities in other states as needed. Owns the development of key business and triple bottom line legislative initiatives in the states, both for diabetes and BioPharm issues. Accountable for communicating, advocating and executing Novo Nordisk?s (NNI) position on relevant issues. Collaborates with Managed Markets Executives, Field Sales staff and Medical employees to implement state strategies that promote the NNI brand and/or issues of relevance in the states. Oversees the activities of contract lobbyists in identified states and assists in management of lobbyists in other states as needed.

RELATIONSHIPS:
This position will report to Associate Director, State Lobbying,. The position will work closely with the Associate Directors, State Lobbying; Associate Manager, Government Affairs. This position will develop and maintain partnerships and relationships with a variety of organizations at national, state and local levels, including but not limited to:
? State diabetes and other health-related coalitions
? Professional associations
? Vendors, consultants, contract lobbyists and customers
? Owns the relationship with Governors and staff
? Owns the relationships with Legislators and staff
? Owns the relationship with Public Health officials, including State Health Directors, Diabetes Prevention and Control Program directors and Chronic Disease Directors, as well as other state health agency personnel
? Coordinates relationship with Associate Directors, State Lobbying with various legislation and trade associations including but not limited to: National Lieutenant Governors Association, Southern Governors Assn., Southern Legislative Conference; State Government Affairs Council; Council of State Governments; and Public Affairs Council This position will also interact with various people and departments internally, including but not limited to:

ESSENTIAL FUNCTIONS:
? State and Company Compliance and Reporting 40%: Evaluate and examine current policies and procedures in place by Government Affairs & Public Policy and recommend changes? to help ensure that state compliance and lobbying policies are properly followed
? State and Company Compliance and Reporting 40%: Manage the compliance of all state-specific registration, reporting and ethics laws by all contract lobbying consultants effectively and efficiently
? State and Company Compliance and Reporting 40%: Oversee the Company's separate registration and reporting obligations under these laws and regulations including but not limited to reporting a pro rata share of an in-house lobbyists' compensation for time spent lobbying, other lobbying-related expenditures, and information on each subject or bill lobbied
? State and Company Compliance and Reporting 40%: Provide assistance to NNI colleagues in other departments, primarily field sales force and managed markets, as appropriate for lobbying and state reporting registration and filing
? State Lobbying Efforts 60%: Advocates the incorporation of NNI?s position into state legislation of importance to the Company
? State Lobbying Efforts 60%: Advocates to state government officials and other relevant parties on NNI?s position on issues of relevance
? State Lobbying Efforts 60%: Attends targeted events with key local constituents and represents NNI externally
? State Lobbying Efforts 60%: Builds, fosters and maintains beneficial relationships with patient, health care professional, and health advocacy groups
? State Lobbying Efforts 60%: Builds, fosters and maintains relationships with relevant government officials, legislative bodies, public health agencies and other entities of importance to NNI
? State Lobbying Efforts 60%: Communicates with key government officials, legislative committees and other entities to gain active support for the advancement of business and public policy issues important to NNI
? State Lobbying Efforts 60%: Defines and manages contract lobbyist responsibilities and directs activities in order to execute action plans designed to maximize NNI?s impact on policy makers and patients
? State Lobbying Efforts 60%: Influences government officials, legislative committees and other relevant parties by ensuring they are aware of NNI?s position on public affairs issues of importance to the Company
? State Lobbying Efforts 60%: Oversees and directs vendor activities for state events
? State Lobbying Efforts 60%: Partners with Associate Manager, Government Affairs on organizing, promoting and managing NNI program to increase awareness of the company?s commitment to diabetes care in specific racial and ethnic minority populations
? State Lobbying Efforts 60%: Partners with the Federal and State Lobbyist to avoid or minimize government decisions that could negatively affect our business or stakeholders
? State Lobbying Efforts 60%: Plans and executes events for state and local officials designed to increase awareness of NNI and relevant issues
? State Lobbying Efforts 60%: Regularly communicates status of projects with Associate Directors and identify areas where additional attention is needed
? State Lobbying Efforts 60%: Represent NNI externally at targeted community meetings with key constituents, including: chambers of commerce, business forums, legislative groups, and community based organizations; seek potential partnering opportunities in diabetes related multicultural activities

Approximately 40% overnight travel

KEY SUCCESS FACTORS: EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS
? A Bachelor?s degree required
? Ability to learn compliance rules and regulations impacting lobbying activities, and specifically those that impact NNI
? An advanced degree in a related field highly preferred
? At least 3 years of relevant work experience with federal or state legislative, executive and public-policy making bodies and officials required
? Demonstrated track record of outstanding advocacy, communications and negotiation skills required
? Excellent organization skills required
? Exceptional relationship building and management skills needed?builds relationships among key stakeholders yet maintains independence/objectivity in management oversight
